Who makes the decision??

All media personell (home and away). Those are the official 3-Stars (listed on NHL.com). Some radio stations, tv stations, and newspapers pick their own 3-Stars which sometimes match the official ones.

I think it is media members who decide. I like this tradition of having 3 stars per game, especially when it is someone who doesn't score a goal or a point but still makes a major contribution to the victory.

At Lightning games (in Tampa) the stars are always chosen by "members of the attending media". Meaning it's voted on by whatever broadcasters/journalists have been in the arena watching that given game.

they decide the three stars by finding the 3 players that contributed the most in that specific game

it's usually done by the broadcasters or arena officials who are their for that game. it's done with about 2 minutes left to play in the game so they can make the announcments as soon as the game is over.
however, sometimes the star would change at the last minute...say if he scores the game winner in OT.

It's the 3 most dominate players of that game voted on by a panel of nhl offical judges. (normally media members attending that game)

In LA It is choosen by the radio broadcasters the majority of the time.
