That is a good question, my guess is that it is according to population how the money is dispensed. But, this question would get better answers posted in the government section.

FREAKIN" Texas thinks it's the best. California is a close second. I think NOT on either of them! And I think that federal money is based on population.

Californians always claim to be the best...personally I don't think they are..I love my Missouri,but my fav. state is Minnesota.
