I've looked at this question about 5 times trying to think of someone to fit the bill...if only you hadn't mentioned Gordon Brown...perish the thought
Robbie Coltrane used to be sort of attractive as Fitz, the criminal psychologist in Cracker....but I think that was on a more mental level.
