as everyone above has said it just means weekdays not including any holidays - typically if a regular office is open it's a business day.
If you were to order your dress today, Wednesday, Jan. 31, they would count the 3 days starting tomorrow so ...thursday, friday, Monday is the 3rd business day - you should have your dress by Monday or Tuesday of next week - Feb 5 or 6.

typically, when a merchant cites a delivery estimate in "x business days" this refers to non-holiday mondays through fridays
example: an item ordered on june 29, to be delivered in 7 business days will arrive on July 11, because saturdays, sundays, and holidays don't count, nor does the day the order is placed, unless it is placed by a certain "order by" time, say 2 p.m., in which case such orders will be processed ("picked") the same day, though they may not ship until first thing the following business day.

A Business Day is One Weekday... check with the company on when they ship their merchandise... many companies will ship out the same day is the order is placed prior to 3 or 4pm... so if you were to order today and it was shipped today... you should see your package by Saturday, Monday at the latest... Sunday is not counted in shipping... and the companies do not count Saturday when quoting their 3 business day shipping times.

For example, you order something on Thursday. There will be Fri, Mon. & Tuesday - you don't count the weekend. BUT if there's Presidents Day on Monday, you skip Monday.
