Any business that wants to restrict access to documents or plans to specific departments, i.e., Finance separate from Sales. This is generally done so that you can simply add a new employee to a workgroup - he/she then inherits the rights assigned to the workgroup (global rights) and specific rights (instance) can be granted as needed.
