Do you want to spend your money making it actually perform, or do you want to be a poser and make it look like it can?
There's your answer.
Having a "sleeper" is always a good thing.

If you wish to get something for the vehicle in the end performance is the way to go. Rim's look nice and all, but performance upgrades show that car was taken care of. This is especially true if you sell it your self.

I'd say rims but it depends with the performance of your vehicle. if your satisfied with its performance even though any car can do better of course, Rims would get that sweet attention from the crowd that your looking for and they probably don't know smack about cars. so looks over books pretty much, just like the girls I'm always getting stuck with.... AND I LOVE IT =)

put the rims on and some out side goods on make it look fast ween it's standing steal. i will explain little you did not say in your question what it is like a truck or a car but this is for both if you will take on average it take 20 to 50 dollars for every pear horse power you gain if you are going to drag race or you the vehicle for competition will it's a upgrade but if it to get out on the highway and go 55 or 70 mph well it not worth it. now i'm not saying a exhaust to make it sound good or a intake to make it breath better but if you are talking major upgrades it not worth it. i would like to have a nice looking vehicle than a plain vehicle that will go fast and never get to yous it. good luck

I'd rather have the "go" than have the "show." To each their own, I suppose. For me, the sleeper car image is ideal. That and a lot of the wheels (rims are just the lip, wheels are the whole thing) just look tacky on certain vehicles.

performance....especially if you have a Chevy...a few years ago, I bought a 82 Monte Carlo for 2,500 ....it had a 350, the heads had been stroked...even had duals, but she was automatic....it was a ugly tan but it was sitting on 17 inch Cragars with BF Goodwrench rubber...dudes had Hondas, Vettes, Camaros, Mustangs, and what not...tinted out....challenging me to race...I was smoking them all...my car looked like your uncle's musclecar...they thought because they had newer cars...they could smoke me...but under the hood, the Monte Carlo was tight...even without a supercharger and blower or Nos...a friend had a 86 Olds Cutlass and I smoked him, too....he only had a 305 cid V-8..but he thought because he had a metallic paint job, tinted windows, and 18 inch rims with Chrome ...air suspension...his car was better..it had nothing done to it...all show and no go...you can get rims anytime....now I had a 84 Eldorodo and that was for cruising...I put 20's on that...I was'nt concerned with muscle...that was a sunday afternoon cruiser...hop in that after church..hit a bar-b-que.....my Monte Carlo was about heading to a parking lot at 1 or 2 in the morning, setting up a race at the closest deserted back street...it was all about heads, pistons, the carburator, sway bars, cold air intake, upgrading the exhaust, and what not...eventually I sold it for a 87 Monte Carlo with a Vette 347 and 5 speed transmission....I ended up supercharging that with Air ride and 18 inch Torq Thurst and Goodyear rubber...it's a headturner...a few years later, I traded that in the 84 Caddy for a 96 Caprice that I'm basically trying to make into a Impala SS with Vette components...I would like to get my hands on a 2002 Camaro or SLP Firehawk but I can't afford 2 cars...so I'm debating on wether to sell the Caprice or Monte Carlo..I'm getting bored with.....for me , it's all about performance...you can always buy rims...me, I never go higher than 20's...I know dudes who put 22's and 24's on Lincoln town cars, Lacs, Caprices, Crown Victoria's, and Grand Marquis's...to me, it's all about performace..most of those cars can only be driven 2 miles per hour.
