Depending on what you're selling you'll need some Licenses probably...

Business permit, depends where you are.

Parishable Goods (food) license (depending on where you are)
Liquor (everywhere)

Besides licensing you might have to pay your landlord upfront fees to rent out the space for your business also.

Taxes, yes you'll have business taxes but thats not upfront.

(wholesale) - anything you order for business, if it involves sales you'll have to pay deposits upfront for your orders or even pay everything entirely upfront.

You have to pay fees for any applicable permits and licenses. If you set up a corporation you will have fees for that. You will probably have to get a fictitious name statement from the city/county and that will have a small fee. At minimum, I would expect a few hundred dollars in fees to start your business.

Your question is so vague that it is unanswerable. However, let's assume this is not a franchise and that you are say, a hairdresser renting premises to carry on your trade. You might be required to pay rent in advance and a bond might be asked for to cover possible failure to pay rent in future. This would normally be repayable at the end of your tenancy.
If you wished to subscribe to a professional body, to show that your credentials are bona fide, your costs would be minimal.

Although you have not asked the question, I assume you have already registered with HMC&REV (Inland Revenue) as a self employed trader etc and contracted with the Department of Social Security for payment of your 'stamps'. A good accountant would steer you in the correct way but they normally charge when your accounts are made up. Never forget that Income Tax is not charged in the first year but catches up with you in year two, so make provision.

Depends on the business. Some franchises require it. At the very least you need some initial capital for start up purposes.

It depends on your local jurisdiction. In my county, I was able to obtain a business license without paying anything up front, but I was taxed on renewal for the first year's gross income.

I have started a business recently, the only cost was to register with companies house for about £38.00 total for a Ltd company that is.
