Hey, Rusty Red got it right--he differentiated between the city itself and the metro area which is completely different. If you want a city's population you can't count every other city around it. Therefore, New York, compared to Tokyo is not very populated at all. (unless you stuck in traffic)

This also applies to area.

do you mean by population, or size, sum will say its Tokyo, but tokyo has many citys in its self those are called suberbs which have there own city name but are a part of tokyo metro which in my book dont count, and tokyo its self only has 8.3 million, here is your list with the city limits
