Usually you compare what is happening to what the company is intending to provide. You need to first find out what their goals are/were, and then see how well those were being met by designing a survey. Designing a survey is actually a pretty complicated process that involves a lot of research skills.

Ask for references or a brief list of customers (with point of contact) that you can contact for a short one question survey of the organizations services. "May I ask what you thought of...?"
