you need to contact what ever court / agency you went through to open the case and ask to have your child support raised to reflect the back support that is owed to the child. however the IRS should be intercepting the returns he is getting to give to the agency / court that the case is through if they are not then you need to talk to the court / agency the support order is through and find out why it is not being held .

Depends on your state. My ex pays through the AG's office. Your state may garnish his wages if proof that he hasn't paid. Again, I don't know your laws.

when he files his taxes you will get the back money because they will intercede on your behalf and you will get the money and if it takes a couple of years then that is what it takes and he has to pay it or the irs will put a lien on his home,vehicle whatever he owns dont worry honey you will get your money . good luck to you.
