Many people serve their time in prison and are released, but they end up committing another crime and return to prison. Because of this, some critics believe that the criminal justice system does not function well.

No one addresses the roots of criminal behavior. Many inmates are mentally ill. There is no effort to provide mental health supports. Many cannot reintegrate into society without community based programs. These programs are many times underfunded and poorly staffed. The former inmate is usually release into the community with no place to live and unmediated. They usually return to jail in less than 6 months.
