This is a section from Article 31 which details "Arrest, preliminary examination and bail"

(a) A summons or warrant of arrest shall issue only upon a complaint presented on
the appropriate pre-printed form supplied by the Clerk or approved by administrative
order of this Court.
(b) Every warrant of arrest shall conform to the requirements set forth in §107-9 of
the Code of Criminal Procedure and shall issue on the appropriate pre-printed form
supplied by the Clerk or approved by administrative order.
(c) Every summons issued in lieu of a warrant of arrest shall conform to the
requirements set forth in §107-11 of the Code of Criminal Procedure and shall be
issued on the appropriate pre-printed form supplied by the Clerk or approved by
administrative order.

So to provide a warrant for arrest it would have to be done through the district justice and must be supported by a signed and sworn affidavit showing probable cause that a specific crime has been committed, and the person(s) named in the warrant committed said crime.

So unless a crime has been committed, evidence has been forged or other extenuating circumstances are present.

My advice would be to contact the Chief of police in your area to clear up the matter and explain the situation

Seek professional legal advice before/if the arrest takes place.

Is this really stalking? It sounds to me like you are running and he is chasing to serve the warrant and take your sorry behind to jail. If there is a warrant out for your arrest, give yourself up. A police office serving an arrest warrant is not a stalker.

I would probably call the PD and see if he is actually a cop if he is.. then he's probably just stalking her to arrest her.
