Use Nestoria. It's a map-based search for property.
First set the filters, then drag the map with the mouse or zoom in/out and click 're-center search'

This is the result for 2-bedroom, 250.000 max around Westminster

Data quality is so-and-so, but what can you expect looking for the cheapest property around ;)

How do you quantify cheap? The cheapest properties tend to be ex-local authority ones, depends on your finances, best speak to a good estate agent.
