The reason for the question is because presumably both teams will qualify for the Champions League. Would this mean that it would be between the semi-finalists (Spurs and Wycombe)?
What if Spurs don't qualify through the Premiership to get into the UEFA cup, would they have to play off? If Spurs did qualify through the Premiership, would Wycombe get a direct place?

Would go on league placing. Either the 6th or 7th placed Premiership team would get in, depending on who wins the F A Cup.

No, the semi-finalists will not qualify for Europe.

If Arsenal and Chelsea do make the Champions League as expected, then the UEFA Cup place that is usually awarded to the League Cup winners will go to the sixth placed team in the Premiership.

Looks like Pompey at the moment.

No NO theres nothing to do if Spurs don´t get the qualification on league not Spurs or wycombe go to UEFA cup for sure.
See this only 4 teams in Champions league and 2 at UEFA cup rigth and UEFA gives to England a joker in Coca cola cup to put another so if the final is Arsenal against Chelsea no other team can quallifi in place of another.

I would presume that if Tottenham do not qualify for the competition based on their finishing league position then they would go through because they would be deemed to be the higher seeded club.

However if they do qualify automatically then it would be Wycombe in Europe :-)

Well at least in the qualifying rounds because they would have to be seeded in the competition to miss out the qualifiers and considering their current league status I can't see that.

Further to the answer above this the League Cup now offers an instant UEFA Cup place - No Inter Two-Bob, the teams for that are selected via league position and even then the teams have to register that they are interested in being considered for the competition before the season even ends.

Only the winners of this competition qualify for a UEFA place. if they both qualify for the champions league then their place is taken by the next best team in the premiership

If both cup finalists qualify for Europe by skill of league position the UEFA cup spot for the cup is going to the subsequent maximum ending team contained in the league which have not qualified for Europe.
