Greedy people in charge.
Difference in religous beliefs.

Well there are loads of answers.
In the world there is always a struggle to be on top, be heard and to gain power. Then there is different systems of belief represented by government or religion often carries such a passion with it that it makes its followers act without regard to those who don't share their mindset. When people who don't often agree have to rub elbows too often it will escalate to other actions.
Sometimes what it boils down to is that violence is just too easy. It is easier to hit someone or force your will upon people than anything else. People who are angry or hurt be it a million people or one man often act upon the easiest road hoping that it will lead to their own satisfaction of life.
In most cases nobody wins and much more often innocent people get hurt in the progress.

If you must know it is preparation. By preparing for war all the time rather then peace and the mentality of the best offense is a strong defense keeps us in that warrior mentality . Jimmy Carter had the biggest reason in the world to invade another country and still choose less invasive means to reach an end .
Bush has cut of our legs because we have a wort on our knee.
Instead of treating the problem locally he has included everyone .

We can blame it on lack of education,politics,money,race,religious beliefs,the way the person was raised...
But what it really comes down to is.. It's just human nature, and some people can control their urges better then others.
