It has a "target release date" of summer 2008 but pruduction was halted due to financial problems....check out the link

Whats happened is that Peter Jackson, Fran Walsh and Microsoft, have postponed this project.
Alec Garlands script was supposed to have been dropped and DB Weiss was his replacement, but actually DB Weiss is only revising Garlands script.
I've no idea as to when the actual films going to be made, but apparently it's just been postponed and hasn't been shelved so there's still hope yet! They did have a release date for 2008, but it depends on wether or not they get things sorted out I guess.

They lost the director and were looking for another, but had two more people back out so they movie idea was scrapped.

They are not making one. They cancelled the plans to produce it
