** buy about 2m (3m for a nice full skirt) of fabric for a skirt...if the fabirc is already folded in half lenths ways great, if not fold it so the un cut edges of the fabric are together.
** half way down the folded line cut a shallow hole that you could fit into, this will go around you waist
** put on the skirt and using a belt fold the fabric round it to hold it up, get a friend to cut the hem to look like a fairy skirt, so pointy edges if you wish
** buy a nice silky/sparkly vest top, and even get extra fabric for a shoulder wrap
** most joke shops or costumes shops should sell good cheap fairy wings, otherwise 2 metal clothes hangers, (or 4 depending on how adventurous you wanna be) joined together at the hooks with some skirt netting wrapped over them and guled or hand sewn in place and covered in glitter. good braid or ribbon, at the hanger joins, to put it over your shoulders is easy enough, like a backpack!
** colourful tights and ballet/flat shoes and your set!

Go to eBay. If you find no Tinkerbell outfits allready made, you can do a search for costume makers and they can design one for you.
You can also find a seemstress, unless you know how to sew, in your local area. The 4-H club would know of people in your area who sew. Then you go look in pattern books at a fabric store.

you will need to buy somethings or maybe you have some stuff in your wardrobe, anyhow try this.
green opaque tights. green top or swim suit, make a wiast band from broad elastic and buy lots of green tule ( or even a green voile curtain) cut it into uneven strips and attach around the elastic waist band. wings are easily bought anywhere or make your own and sprinkle with lots of green glitter, green ribbon for you hair, green pumps or dye white tennis shoes sew some bells onto the skirt and have lots of cheap green bracelets. and then have a great party!!!

Making one is far too much hassle, get a good fairy one from Angels fancy dress shop, they have a website and deliver or you can pick up if you live in london. prices start cheap and they have loads to choose from, they will almost definately have one that would do the job.

Try going to a store that sells clothing for dance lessons. Try looking at some bodysuits for ballet and look at the tutu's. You should be able to find something there. even if you have to do some sewing yourself. alot of these stores have sale racks right now too.

i dont know where you live but a shop like joannes or a fabric store open to the public will have disney patterns or "fairy" patterns. then you can choose your fabric and just sew it...its not hard, and you dont have to be an expert at sewing.

Green bathing suit, green filmy scarves or material around your waist, green slippers, a "magic" wand and LOTS of silver confetti for pixie dust! You'll look adorable.
