It is an Australian slang term for penis.
I've been to Australia and I have heard it many times.
Instead of saying "you're a dick" they say "you're a donger"

Reminds me of the time the little hunchback, Quasimodo, misjudged the swing of the bell and it smashed into his poor deformed face,sending him sailing out of the bell tower to crash in a shattered heap on the cobbles below.The police inspector,who was called to the scene, asked if anyone in the crowd of onlookers knew who the dead person was...one man came forwards and said " I don't know his name but his face rings a bell ".......I'll get my coat.
