They have 'training chop-sticks' that are built smaller to fit the child's hand, and are 'clipped together' so that when the child is eating they don't 'fly apart' ... and if you live in the US, you can go to any 'Chinese store' and they'll probably have some if you don't know how to use chopsticks, because although they are 'smaller' they still work to teach any adult how to use them.

That's a good questions. I don't know though, I've seen some pretty small kids using some pretty large chop sticks.
