Whenever you see a word with an * or some other symbol next to it, scroll to the bottom of the page. There should be a legend (a chart) that tells you what those symbols mean.

The ** in this case means low income housing.

Otherwise, just follow it across. Let's use the first one as an example. The 13th Street one.

First line:
1-2 bedroom apt, with 2-3 students will cost $11,790 each

Second line:
Shared studio apt, with 2 students in it will cost $11,500 each

Third line:
2 bedroom suites, with 4 students in the apt will cost $9,780 but are restricted to those who qualify for low income housing

However, the 13th Street apartments are restricted to upperclassmen (it's in another column). The first one I see available to freshmen is the Brittany Hall one, which requires you to also purchase a meal plan (notice the single *).

The amount of money should be for the academic year. That typically excludes the summer. So, however many months is in an academic year, you divide that by the $ amount you see listed. That's how much each person will have to shell out, altho you may have to pay a larger lump sum quarterly or each semester.
