Ring Liverpool City Council on 0151 233 3000. Ask them if the cover Crosby. If so there are two things you can do. Ask them to look Julie up on the Intranet (That's an internal telephone directory for Local Authorities). If she's listed they'll find her. If not ask if they've got her email address. It's probably julie.allen@liverpool.gov.uk depending if she's employed by that authority. In Liverpool there are others such as Maghull which may cover Crosby. If they can't find her there ask for 'Education and Leisure'. When you get through ask to speak to the Finance Officer for Catholic Schools in the area of Crosby. She/he should be able to tell you the name and phone number of the school secretaries in the area and it's just a case of trawling through them. If she's done supply teaching there may be several schools that know her.
