Because the whole of African society has been traditionally geared to a woman being looked after by a man. That is why sons are highly prized, as when a woman is widowed her sons can continue to take care of her. As women outnumber men in Africa, many wretched women are left without the protection of a man and are forced into a life of prostitution.

It's not just orphans who don't go to school: many children with parents don't go because they can't afford the fees and the uniform. Even where the State provides education, it will often insist on a uniform, including shoes. If nobody is able or willing to provide a school uniform, then the child ends up not going to school. Geography is also involved: if there is no school within walking distance (say 10 miles away), then a child can't hope to attend.

It's just the African way, there's cruel dictators who refuse to change the culture to a more modern culture. And you still have a ton of ancient tribes that just have a different way of life.
