Try using a matte powder to set it and choose a product for oily skin as that is why even the waterproof is running. Good Luck!

Use clear mascara on the lower lids. It will bring out the lower lashed and you won't risk the black racoon smudges. Then, maybe consider only using eleliner on your upper lid and just barely outlining the very corner of you undereye. That tend to look better than the eyeliner being all along the underside of the eye. If you won't consider that, switch to a different shade of eyeliner like brown or pink or something that won't be so noticable if it runs. Also, try investing in something like Clinque which is not nearly as waxy as some of the other eyeliners. The better quality pays off.

Be sure your face is really clean before you put your make up on. The oils in your face are what is causing the make up to run.

As far as the liner, try using a dark shadow (black, brown etc) and a liner brush. This will not run. If you need a more intense color, line with a pencil first then cover with the shadow to set it in.

The basically do not touch your face throughout the day. The oils from your hand transfer to your face and just make a mess. Keep QTips in your purse to clean up smudges during the day.

Goodluck!

Always put on an eye primer before applying ANY eye makeup. I recommend investing in Urban Decay's Primer Potion. The primer makes your eyeshadow and liner look more vibrant and it keeps your eye makeup on for hours! If you do end up buying this product, a little goes a long way. You don't need to use a lot for it to work at it's best. Hope this helps! Good luck!

I use a little line of eye shadow under the liner color for under the eye and that creates a barrier so the eyeliner to stay put for the best part of the day even when I'm slicing onions at my job. it also looks nice adds a little something especially if you're using black eye liners

Make sure that area of free is any greases/oils. If your skin is naturally oily then try applying a powder underneath your lower lids.

I've also heard from a few places that after you have applied your makeup, try spritzing some cool water on your face; just a small sheen, and then let dry. It's supposed to "set" your makeup so it doesn't rub off so easily.

That all depends on the kind of makeup you're using. And how much of it. Try investing in a better mascara like L'ancome.
