I didn't even know about this, but you are right. It was quite inappropriate for the Police Chief to deliberately permit this. It is one thing to avoid a confrontation when the the civil disobedience is not worth the trouble. It is quite another to give his stamp of approval to politically-motivated vandalism.
I guess he did as he thought best, but maybe he needs to re-evaluate strategy and tactics for this kind of situation. The mess was quickly cleaned up, and that is important.
