Ok.

Theres a miniature horse and he is tied up to a three foot rope, he is twenty feet away from a stack of fresh hay. He takes about ten steps, and starts to eat the hay.

If there is only three feet of rope, and he is so small, than how does he reach the hay?

There was nothing said about what is between the horse and the stack of hay. There could be plenty of hay on the ground.
