If you have a spot that isn't really noticeable, I would give nail polish remover a shot, if it works, just wipe it off with warm water and a towel after, so it isn't left to sit on the linoleum.

I'm assuming that you mean vinyl rather than linoleum. If it is a vinyl floor, there is nothing you can do. The discoloration is permanent. It is caused by a reaction to the rubber backing on the rug.

OTOH, if your floor is indeed linoleum, the discoloration can possibly be fixed, depending on the age of the linoleum. If it's old, try using a wax stripper to remove any wax buildup, then reapply a fresh coat of floor polish. If it's new linoleum, the discoloration may be caused by not allowing the linoleum under the rug to bloom. Allow the area under the rug to be exposed to light until the yellow fades and the color blends with the rest of the floor.

Nope. Linoleum is porous and absorbs stains like that. You can try something slightly abrasive like soft scrub.
