You could rent a marquee and the tables and chairs and try to do the decorating yourself. You could also go to a party coordinator and ask them if they could do it within a certain budget, but even with this your talking at least €5000. My advice, is to book a section of a restaurant, or whatever under 18's club you go to and have it decorated for like, €400 and tell your friends that there is a theme to the party and they wont get in unless properly dressed.

Have a party at a local park. You can decorate the shelter with your theme, put paper table cloths on the picnic tables and balloons or something for your centerpieces on the tables. For activities, have water balloon fights, or a volley ball game, or relay races, or even a game of charades. The kids will be entertained, and have a good time, they will talk about it for weeks to come during school. Have fun!

Just have some friends over and hang out and be happy that you are healthy and fortunate enough to have good friends who don't care about cake and presents. On my sister's sixteenth birthday, she just lost all of her hair from chemotherapy. Every birthday since has been a celebration of life, not "stuff".
