I have 3 daughters and getting married in April this year. 2 of them are slim and busty and my youngest is shorter, thicker and very very busty. The 2 slim ones want strappless t-length or shorter, but I do not feel it will flatter my younger one. Maybe a halter style would flatter all? The wedding is outside and my colors are blue and silver.

Halter style will only make boobs look bigger. What you need is something with a significant strap so they can wear a normal bra. Strapless bras don't do enough to support big-busted girls. Try to keep the cleavage at a minimum, but keeping an open neckline will draw attention to their face as opposed to their bust. Have fun at your wedding!

Difficult,I would advise against a waisted dress first of all, keep it loose and flowing, that shouldn't draw attention to the bust, and I would advise a single shoulder strap (thin if she she has narrow shoulders, wide for broad shoulders)
Height can be a pain with dresses, heels can be a help but I would advise the dress to stay at the knee or lower, short dresses won't do her any favors if you're going for height.Hope that helped a little.

The first two i think would be very acceptable and would work for every bodytype and the third like is a mix and match option that gives you options for each bridesmaid for each specific style in matching colors! Fantastic if you ask me!
