its an england flag,an english man was one of the founding fathers of barca.
his name was ,WALTER WILD,and he was the first president of the club for their first 3 years,he also played in their first 10 games.

I seem to recall reading somewhere that the club was founded by a Brit. If my memory is working properly, that is likely to explain it!
Mind you, technically, a Union Jack exists only on the jack staff of a naval ship. Elsewhere it's a Union Flag.

St George is the patron saint of Barcelona and also of England.

You mean St.George's cross (red on white)? St.George is the patron saint of the city. The red and yellow stripes are from the Catalan flag.
