Somethings cooking, either the wiring or some of the guts of a circuit breaker itself.
You need an electrician. While it is unlikely that a problem in the panel itself would catch your house on fire (as these are usually entirely encased in metal) the cause is most likely something that is wired into it, and could be overheating in your walls or attic.
This needs to be dealt with.

You don't say what kind of smell. I have often found dead mice in electrical panels. Have someone take the cover off and see what is happening. Very easy to remove panel cover, but if you don't know what you are doing, you want to find someone who does. If it is a burning or plastic burning smell, might be something you want to have fixed.... If it is a dead mouse, you can seal the conduit coming into box. They should have done this when installing.

If you smell something burning in the area of the electric panel,TURN OFF ALL POWER TO THE HOUSE/APARTMENT NOW!!!!!!!!!!!!!
The next thing you do is leave the building & call the fire department or an electrician ASAP!

the insulation material of the wire, gets heated up and burns gradually (being a plastic material). This happens due to faulty wiring. Didn't you notice the similarity in smell between your current problem and the burning of polyethylene bags?

If you mean the switch box, I would say faulty wiring. or old fuses.. Im just guessing though! Call an Electrician!!!
