Now this is a multi-tiered question
You have the entertainment side, you have the wrestling side, and then you have the guy who brought wrestling to fame.
The entertainment side is without question The Rock. He made people laugh even when he was a heel. The wrestling side...come on people, you're leaving out the 16 time world champ Ric Flair? What's wrong with you people? And as far as the guy who made wrestling what it is today...Hulk Hogan of course. Not only was Wretlemania 3 the biggest indoor attendence of all time thanks to him...not only is he the only wrestler to ever grace the cover of Sports illustrated, Hulkamania still lives.

No, it's not. The Undertaker. 4 time WWE Champion, 6 Time World Tag Team Champion, Harcore Champion, Winner of the 2007 Royal Rumble, 14-0 at Wrestlemania. No one else can boast a resume like that. Long live the Deadman!

When talking about legends lets go back to the foundation of what was the beginning to what people say the stars of today are the legends, I think it is a toss up between Dusty Rhodes and Billy Graham, but there are a lot of legends you could say are the best.

Bret "Hitman" Hart. 5 Time WWE Champion, 2 Time Intercontinental Champion, 2 Time Tag-Team Champion, 2 Time King of the Ring, Hall of Famer. Put on excellent matches, put over Austin and Michaels at Wrestlemania's, and also never injured someone he wrestled, proving why he is the "best there is, best there was, and best there ever will be."

Easily Hogan. The Rock was a major star for what, 5 years maybe?. He didn't stay in the Game long enough to "cement" his legacy. Hogan made wrestling into the sports entertainment giant that it is today. The man has done it all in 2 major federations.
