If I understand your question correctly, you're looking for imagery from certain dates, rather than just those available from say, Google Earth.

Several companies launch satellites for commercial imagery - do a google search; companies such as GeoEye sell their imagery online. Be aware, this gets expensive, and generally they don't archive previous imagery.

If you're looking for something local, you'll have a much easier time. Contact your city or county government; most planning departments have historical aerial photography that you can either borrow or copy for a fee.

You'll have to launch your own satellite. There is no data which corresponds to every place on earth being observed at every instance.
