Fashion. But even given that, this seems to be a very large generalization that doen't match reality. I'd say it's quite the oposite, women wear more gaments than most men. On the other hand, what does it really matter?

I HATE winter, so I bundle up in as many layers of clothing as I can on cold days! Even at night, I have to wear layers, plus sometimes three sets of socks because I get cold so easily.
On the other hand, the guy who delivers mail to my one workplace ALWAYS wears shorts, even on the coldest days. I don't know how he can stand it!

I'm a woman (regular, not gay). Anyway, I wear less clothing than anybody in the winter, and its only because I'm changing life, and i'm hot as hell.

No idea I see it all the time its weird in winter but makes sense in summer its hot you look good. (I'm female)
