First is the eye Shadow. which u have 2 options, they are?
1. Intensify your eye color

Then you can help with the pencil eye liner or go for the liquid eye liner(takes practice) to make your eyes go for the grown up look. Try using the mascara to lengthen or make them thicker foe the full look.
Then you can just go from there, if u don't want to put alot of make up on just do the eyes and the lips( gloss, lip stick..or what u feel comfortable in) but always have some time of lip gloss. cant lips go dry.

Almay has the Intense i-color line for Brown eyes (also Blue, Hazel and Green) the Brown eyes set includes a purple eyeliner, a dark purple mascara and purple and brown eyeshadows. I have brown eyes and have always found purple-y shades to make my eyes pop whether I buy Almay or not. I do know that Wal-mart sometimes has a pack with all three portions on sale for around $10. Eyeliner always helps and a dark color (black, dark brown, dark purple, dark green, etc) on both top and bottom lids will make anyone's eyes stand out. (I mean look how popular guy-liner is!) Clothes is a little harder to help with since a lot is based on hair color and skin tone. I have dark hair and medium skin and get lots of compliments when I wear maroons, pinks, and lavenders. Dont wear to dark of eyeliner maybe just along the inside of the bottom lids. Use a pink or light color like peach that will make your blue eyes pop. You absolutely need to curl your lashes because that will open up your eyes and really make them long and sexy then use a couple coats of mascara. And use a glimmery shadow NOT a matte. The glimmers will shine and stand out.

I have blue eyes as well. You may wish to try a medium-taupe shadow with a shimmer applied from the lash line to the crease of your eyes, a chocolate-brown liner applied above the lash line, and a couple of coats of mascara (either brown-black or black). I also highly recommend curling your top lashes - doing so opens up your eyes to make them stand out a lot more.

I have blue eyes and fair skin also. I went to the mall and talked to a MAC representative and she told me that blue eyed people should use browns and golds to bring out your eyes, I use the brand Prestige, it comes with four colors that bring out my eyes in a big way, i also use brown/black mascara and a bronze eyeliner. Hope that helps!

What i do is do half my eyeshadow cream and the other brown then put eyeliner along the top eyelid and halfway across the bottom one, leave a little gap because it makes your eyes look bigger and then mascara on the top !!

I like to use a Clarifier pencil on the lower rims of eyes to brighten them up. They come in two nude shades, one lighter than the other. I am guesing you will want to go with the lighter one.
i'm cautios to apply just one stroke because if you put on too much, the excess will get on your eyeball and irritate your eyes.
they cost $14 dollars plus shipping and handling.

Navy blue shadow and eyeliner will look good on you. Go to a MAC store and have the reps. do your eye makeup. This way you will know what to do.

I put darker colors eyelines on top and bottom lids, pick a different color than black or brown to put on the edge!! cream eye shadows have more popin colors so try that too!!!!

well u should try a purple eye shadow it will make them pop or if u hav glasses u should try some contacts and u can change the color of ur eye
