Can the culture change so that Arabs may regain honor among civilized advanced nations or shall it be content to brag and then do nothing to advance?

What a bunch of hogwash. "Arab culture" -- what's that? Palestinian Arab culture? Saudi Arabian Arab culture? Lebanese Christian culture? Muslim Arab culture?
It sounds to me like you've met maybe one or two Arabs in your life and your basing your conclusions about a huge swathe of people based on that and a handful of stereotypes. The major problem with most Arab cultures is this: the current politics and economics. Change the political and economic situation so that there is not such a dichotomy between the rich and the poor, and "Arab culture" will flourish.

Arab culture is percfectly fine. It was the Muslims who perfected the number system, made tons of inventions that the West now has and uses, and it was the Muslims who made the first democaracy. The West just stole everything from the Arabs. Arabs and Muslims are civilized. When Muhammed(PBUH*) took Makkah he treated women like equals and so did his followers. He taught the Pagans that women had souls and gave them rights while the rest of the world still thought of women and girls as property and possessions without a purpose except to make babies and didn't have souls.

however they should change themselves to regain respect, if it is felt lost respect , one can only educate other but changing ones culture according to developed nations may still take years to go...
