how do you tell which side of a case fan is to suck cool air in and which said is to blow hot air out?
will it affect the air fow inside the case if i install the fan with either 1 side facing the wrong way?
or it doesn't matter which way the fan is facing, as long as it is installed on the case?

What you don't want is dead space where no air is moving. Its almost impossible to be sure where the air is going unless you use a clear case and a smoke generator to see the currents. It WILL make a difference if the fans are facing the wrong way. Maybe not enough to overheat things if the computer is used lightly or not overclocked. You want the side fans (if you have any) to blow in at the motherboard to help disperse the hot air there. You want the case fronts to blow towards the back to help push air away from hard drives, and rear fans to blow out to expell hot air. If you got a blow hole on top, use that to suck hot air up and out.
