If cleavage is not an issue, a blouse with a feminine tie.
If you can pull of cleavage, an unbuttoned collared blouse is great.
Hemlines just below the knee unless you have a really passable hourglass figure.
And a black blazer will is the best bet to shrink shoulders.

A wig will be the most important part of the outfit. You may have to spend some money on it. Get it styled and trimmed to match your features. The rest can be reasonably cheap. Ross has great bargains, so does Goodwill and The salvation Army. Ross is easier to find things at though. Don't be embarassed to ask to use the dressing rooms, just tell them you are going to a crossdressing party or something. Or tell them that you are a crossdresser, even if they won't let you use the dressing rooms they should be more liberal with returns for you. For make up call a Mary Kay lady be honest with her and she will help you out. Expect to spend like $125 for a full set of makeup from her. Or just buy a little and buy the rest at the supermarket or drug store, once she has shown you how to use it. The make-up counters at department stores are great for helping you to learn about make-up also. Breast forms can be made cheap and easy with panty hose stuffed with bird seed. Expect to pay some money for a decent fitting bra. Size charts can be found on-line. Pay Less is a great shoe store and often carries larger sizes for us Gurls. Go to a place where business women hang out. and study what they wear. Banks are great. Real Estate offices are great too. Hope this helps, I am a crossdresser too.
