Schools, clubs, and churches have prize-raffles all the time. Various magazines and companies run sweepsteaks all the time. When do these things cross the line over to illegal gambling?

I know that sweep-steaks avoid crossing the line to a lottery by being free to enter. Raffles, on the other hand, almost always charge money to enter.

If they are registered then they are legal. If they aren't registered then they are illegal.
