I can't recommend any psychiatrists in the area, but cognitive therapy was pioneered by Aaron Beck, and one of his proteges is Dr. David Burns who has written a very comprehensive and useful book called 'Feeling Good: A New Mood Therapy' which may save you time and money if you can put into practice what the book, and the good doctor, advocates.

Normally you need to be referred to a psychiatrist by your GP first.
