When Earnie waters his plants, do they think it's raining? Do they huddle together inside their milk cartons and wait for the rain to stop?

Let's review what we know about God...and compare that to the role that Ernie plays in the lives of the Tweedlebugs.

God - Has a plan for the Eternal Salvation of mankind.
Ernie - Has a planter with bugs in it.

God - Covenants with man that through individual obedience to laws and ordinances (provided by God through his holy prophets), he will bless men.
Ernie - Provides the Tweedlebugs with a stinky old milk carton for housing.

God - Calls prophets to teach mankind of His plan.
Ernie - Calls the Tweelebugs cute.

God - Watches over us from above.
Ernie - Watches over the Tweedlebugs from above.

God - Provides the Earth with the resources necessary to sustain man's physical existence.
Ernie - Waters his plants, providing for the Tweedlebugs physical existence.

God - Has been know to wreak destruction and havoc on mankind when His laws are set at naught.
Ernie - May have to weed the planter from time to time...which could be destructive in the eyes of the average Tweedlebug.

Over all, aside from preparing for an eternal happiness, the Tweedlebugs may be primitive enough to see Ernie as a god...if not a lesser Deity. Still, they don't really do much in the way of worship...
