I live on a lower floor apt, and I'd like to keep the heat as well as humidity in, and the "static" out. Any suggestions?

A cheaper solution to getting a radiator would be to place a large bowl or pot of water on a radiator or near a heat vent in your apartment.

set out several bowls or pots of water in corners around the apt .the water will evaporate into the air thus raising the humidity

Either get a humidifier or warm a pot of water on the stove frequently but, not when you are not there. I had a friend that would steam water on the stove for that reason.

TO ADD BUY A HUMIDIFIER BUT IF YA HAVE MOISTURE ON INSIDE OF WINDOWS THEN DE-HUMIDIFY

place a bowl of water in yr room. its cheaper.
