"Road" means a way open to travel by the public, including, but not limited to, a street, highway, or alley. The term includes associated sidewalks, the roadbed, the right-of-way, and all culverts, drains, sluices, ditches, water storage areas, waterways, embankments, slopes, retaining walls, bridges, tunnels, and viaducts necessary for the maintenance of travel and all ferries used in connection therewith.

Two kinds of roads; others are highways etc. One is a public road; a road that is maintained by a city or county for the public use. Two; private road; a road maintained by the people or persons who live on that road for thier use. A county can refuse to name a road if it is not in the best interest of the county or if it is not a maintained road but rather a two track or similar situation.

If you lived in my state...this would be the definition of a "roadway" with a seperate description of "highway."

ROADWAY. That portion of a highway improved, designed or ordinarily used for vehicular travel, exclusive of the berm or shoulder. In the event a highway includes two or more separate roadways the term "roadway" as used herein shall refer to any such roadway separately but not to all such roadways collectively.

HIGHWAY. The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.

A right-of-way for ingress, egress and regress. It can also be an easement. This doesn't refer to the pavement itself, but to the land that the pavement and utilities lie within.
