This is a common problem for babies who are born a little bit early, but you need to get someone to work with him right away. If he can'r suck, he can't eat. With a 1 day old baby, you should still be in the hospital... call for one of the nurses.
If there is a lactation consultant on staff, she can do an official evaluation of your baby's sucking reflexes, and let you know what excersizes you need to do with him.
Otherwise, call the baby's doctor right wawy. Any time there is even a small problem with a baby that young, you need to take immediate action.

He is only a day old. Give hime a chance to learn what he is doing! As long as he is eating a good amount then i wouldnt worry too much.
