it does not matter what substance it is. if it says that they are both 1kg then that means thatt they have the same weight whatsoever

When talking about weight, u use the the unit Kg but if u r talking about mass, u r referring to N or KN, that is the pull of gravity. Then which is heavier? If 9.81N for both item, both is totally the same, if your are referring to the weight, it may differ slightly depending where are u r taking the measurement. How to verify that, i think i got to go back to my secondary science teacher!

The above poster is wrong, weight is the force on a mass due to gravity. Other effects like buoyancy are separate forces.

though it may seem surprising but though both have same mass
there net weight would not be same because cotton experiences greater boyant force thus weight is not simply mg
