is there a train or subway i can take and about how much does it cost?

Yes. There is a subway to Manhattan from Long Island. You will have to take a cab or a bus to get to the subway terminal from the airport though. The subway line is called the 'A' and it is the blue line on any subway map you might see. I'm not 100% if there is a bus from the Long Island airport to the subway but if there is then you can use a Metro Card for both the Subway and train which is $2 (you get 1 free transfer on it which means you can go from bus to subway and vise versa).

The negative side to it is that it will take you quite a while to get to the Upper East Side from there. It could take you 2 hours depending on how fast the trains are running.

If you have the ability to change your airport destination, try JFK or LaGuardia and both will be closer than the Long Island Airport (if you don't have to visit anybody in Long Island).

Once you get into Manhattan you will have to transfer from the 'A' line to the '4' or '5' line (green line on the maps). The transfer is at the Broadway/Nassau/Fulton Street station. The '4' or the '5' will take you all the way to the Upper East Side.

It will cost you around $40 r/t cab to train=train to manhattan and subway. Depending on what time you arrive will determine how long you have to wait for LIRR train to manhattan. From Penn Station you must than determine which is quickest way to your destination, ask a subway attendent. If all goes well it should take you approximately 1hr and 45 minutes.
