The answer to this question can be applied to any country or nation!
EDUCATION!!!!.........FOR EVERYONE!
This of course is where it starts! Governments must spend the money providing clean, safe schools, books and teachers for those who can not afford to pay to go to school!
The cast system, no matter how much a part of the history of India, must be abolished! It is one thing to have an underclass, but an underclass with no hope of changing their status in society as well as within themselves, is a surefire recipe to for little or no change!

In our country we must follow the policy "Each one must teach one.". We must also follow the policy "Industrialize or perish.".
"Education means one lit candle lighting another candle which has not been lit.".
"If you want to sow for one year then sow rice. If you want to sow for ten years then plant trees. If you want to sow for a life time then educate people.".
In our country we must provide proper food, nourishment and free education for all girls.
In my opinion "Democracy" means "slow and steady progress". "Slow and steady wins the race.".
