The answer is b) but the ellipse is not determinated givig the center and the position of the mayor axis.
In this case mayor axis= 2a = 8 and minor axis 2b = 4

center (-4,2) means you need an (x+4)² term and a (y-2)² term. That eliminates A and D.
Horizontal major axis means that the square term under the (x+4)² term will be larger than the one under the (y-2)² term.
That describes B.
