There is a difference. Hydrochloric acid is an ideal pure chemical. It can come in an arbitrary purity and is very pure when purchased as a chemical reagent. Muriatic acid is made by distilling sulphuric acid and salt. The HCl is volitile and is recovered as a gas. Some H2SO4 also vaporizes and so muriatic is largly HCl with some H2SO4.

Muriatic acid is an old name for hydrocloric acid. Either of them can be at any dilution. A lot of common chemicals have old names that date to before anyone knew what they were made of.

I think they are interchangeable names, independently of the concentration.
In a laboratory, you´ll find concentrated hydrochloric acid (HCl) generally 32% saturated which corresponds to a 10.5M solution. If you dilute this solution you obtain a "watered-down" hydrochloric acid, but I never heard anybody calling this muratic acid just because it´s diluted.
