You monitor and printer utilize different color shading systems, a monitor uses absorption of light which uses and RGB (Red,Green,Blue) for its colours, whereas a printer uses reflection of light which uses a CYMK spectrum (Cyan, Yellow, Magenta, Black). The shading between the two will never be the same. The same is true for a scanner.

There is nothing wrong with the printer itself, for a more true tone you can print on high quality, which uses much more ink. It is nothing to worry about, most at home printers will have shading that is slightly off what you are seeing on the screen or on the original document if you are using a scanner.
