I am a makeup artist and most of my clients wear contacts. The best thing to do is put it on after, that way you can get things the way you want it, and u can see what you are really doing.
ALSO...
Put soft contact in the eyes before putting on makeup. Put RGP or rigid lenses on after make up is applied.
• Wash your hands prior to putting in each contact, then apply makeup
• Don’t expose your eyes to water while wearing contacts
• Take out the lenses before you remove your makeup. Avoid greasy or oily makeup removers as they may build up on the contact lenses
• Avoid getting too close to the eye with any type of makeup
• Use makeup that is hypoallergenic to avoid sensitivity. Use only well known trusted brand names
• Use water soluble makeup
• Use only water-based mascara and a brand that is specific for contact lens wearers. Use two thin coats instead of one heavy coat. Don’t use waterproof mascara as it may permanently adhere to the lens. Also avoid mascara that contains volume building fibers. Beware of flaking mascara because pieces of nylon can reach the eye and never purchase mascara refills. Replace the tube every three months.
• Use powder eye shadow instead of a gel, liquid or cream. Liquid eye shadow has an oil base and too hard to remove form contacts. Never use eye shadow that is frosted or iridescent. These may contain oyster shells or mica. Use a sponge to apply eye shadow instead of a brush to control flying powder.
• Do not use eyeliner that is directly drawn on the rim of the eye. Keep all eyeliner pencils sharp enough so the wood doesn’t scratch the surface of the eye. The pencil should be soft and the liquid types of eyeliner may flake off. Apply eyeliner to the outside lash line only. Replace this product every three months.
• Use pressed powders
• Don’t use hairspray or other aerosols if you have already put in your lenses. Allow all hairspray to settle before walking into a room that has just been sprayed. Many times hair products can irritate the eyes and they are more susceptible now to problems because you wear contacts. If you must spray your hair after the lenses are in your eyes, make sure you close you eyes before spraying.
• Keep all nail polish remover and perfumes away from your contacts.
• Never swap makeup application sponges or brushes with your friends and wash your application brushes frequently
• Don’t put on make up if your eyes are already red or swollen, this will only irritate them more
• Never use saliva or water to thin cosmetics
• Never swap your contacts with your friends
• Never wear the contacts if they become cracked, chipped or torn
• You may want to use an eye wash to remove any excess oils from makeup residual
• Replace all of your cosmetics every six months to avoid bacterial growth
• Never apply eye makeup while in a car or worse yet while driving

I wear contacts and if the circle is even - turn it the other way when it slopes. Well, that's the best way I can describe it. It has to feel comfortable. Sometimes, I end up putting on backwards (circle is even) it moves a bit and it's uncomfortable.

Well, I'm a contacts user & I put my contacts on 1st before I do my make-up... It's much easier as with the contacts on, you can see & make-up better... If you use eyeliner, you need a little practise with the contacts on... In case it touches the lens... But after sometime, you can do it in a blink of an eye... Practise makes perfect... Good luck...

I've been wearing contacts for 14 years and I always wash my hands, put in my contacts, and then apply makeup. If you apply makeup first, even with washing your hands, you take a chance of getting makeup reminets on your contact or in your eye. That can cause a horrible infection, or scratch your eyeball. I would put it on after your contacts, otherwise you might have grease from the make-up on your fingers. This gets on the lens and makes your vision blurred - very annoying. Also you need to see what you're doing clearly!
I would recommend you're careful with what you use too. Mascara with bits in is a no-no, and don't put eyeliner along the inner rim of your eye either. Best of luck with the lenses, persevere with them because it's worth it to look 'normal'.

Its meant to be best to put them in first so that your eyes have a chance to settle down abit before u put on make up and thats also when ur hands will be cleanest without any make up on them

I do my make up after because no matter what your eyes are going to water when you put your contacts in & mess up your make up!!! But just be carefull when your on the top of your eye, don't be too rough!! But I do it every day and its fine!!!
